Department of Energy (DOE) Public Access Policy
Manuscript Deposit
The 2023 DOE Public Access Plan updated the timeline for public access to manuscripts. Under this update, author accepted manuscripts and associated metadata must be deposited into the DOE repository by the publication date. This update removed the previously allotted 12-month embargo in the 2014 DOE Public Access Plan.
For any publications emanating from DOE-funding published on or after October 1, 2024:
- Full text accepted manuscript and associated metadata must be submitted no later than the publication date of the article
If article is published open access (OA), the submitter may provide metadata, the accepted manuscript, the OA article, or the link to the OA article on the publisher’s website or authors institutional repository, provided there are no restrictions on DOE ingesting the article
The DOE repository is DOE PAGES (public access gateway for energy and science) which is hosted and managed by the DOE Office of Scientific and Technical Information (OSTI)
Deposit manuscripts and metadata through OSTI E-Link: https://www.osti.gov/elink/
DOE will ensure compliance through mechanisms already in place for reporting and closeout of awards
Once submitted OSTI DOE PAGES will provide access to the publication record without delay. This record will include:
- Full text manuscript and associated metadata
- The digital object identifier (DOI) linking to the published version of the article
