In June 2023, the U.S. Department of Energy released its 2023 Public Access Plan in response to the 2022 OSTP Nelson Memo, outlining steps to expand public access to the results of federally funded research and development. The plan took effect for publications on October 1, 2024, requiring that final accepted manuscripts or versions of record be made publicly available without embargo.
